Background
Australia’s Community Transport (CT) sector is a lifeline for older people, people with disability, carers, and anyone without reliable transport. Yet the current CHSP flat per-trip subsidy often does not reflect the real cost of delivery, which can threaten the ability of service providers to deliver sustainable, quality services.
To address this challenge, the Australian Community Transport Association (ACTA), with research by the University of South Australia and funding from iMOVE CRC, led the National Community Transport Pricing Model (NCTPM) Pilot to develop and test a more flexible and accurate funding approach.
Unlike the existing flat-fee, this approach takes into account cost drivers such as trip length, client support needs, and geography to provide a more clear picture of the true cost of delivery and allow for appropriate subsidy.
This webinar will present the pilot project including methodology, findings and recommendations.

- Murray Coates: CEO, ACTA
Murray has over 25 years working in the c-suite of organisations in multiple sectors across Australia including disability, aged care, employment, Indigenous Affairs and Training. All of these sectors have had, or are currently going through, large-scale transformational reform.
During transformation, Murray keeps a clear focus on customers, the team and long-term sustainability of organisations.
This has included leading organisations in moving away from pure government funding, and into a sustainable financial position. He understands the journey, environment and dynamics that organisations go through as government policy changes and new players enter the market.
Murray has served on many profit-for-purpose and commercial boards, including Kimberley Group Training and the TAFE Governing Board; he was the Chairperson and Board Member of the Ord Valley Muster.
Understanding the needs and differences of working in large cities, regional or remote locations is central to Murray’s experience.
- Associate Professor Akshay Vij: Business School, University of South Australia
Akshay Vij is an Associate Professor at UniSA Business. Vij has a Ph.D. in Civil and Environmental Engineering, from University of California, Berkeley.
Vij’s research has contributed to the development of statistical methods for the study of human behaviour, and their application to different empirical contexts, such as transport, urban and regional development, labour markets, and energy. Vij is passionate about undertaking research that has a positive impact on the real world.
