FILTER: Framework for evaluation of precincts
This collaboration will pioneer a new framework for evaluating outcomes in precincts. This approach innovates by combining robust, place-based evaluation with quantitative metrics, data-driven benchmarks, and digital tools.
This approach is designed to apply to a range of current and future precincts, with a demonstrator to be developed for our focus precinct, Fishermans Bend in Victoria.
The outcomes will have implications for understanding progress in precincts statewide, nationally, and internationally.
Project background
The Victorian Government has developed a suite of urban precincts across the state. This includes Priority Precincts such as Fishermans Bend and Arden, Suburban Rail Loop precincts surrounding stations, and the state-led Activity Centres program for focused urban infill development.
In order to understand the urban contexts and the value of interventions undertaken within these precincts, the Department of Transport and Planning seeks to establish an innovative and robust set of indicators that can:
- demonstrate current precinct status
- observe and track performance against precinct policy indicators
- provide comparisons across the precinct portfolio and with those in other jurisdictions.
In establishing a new precincts evaluation framework, the Victorian Government is motivated by a set of pressing imperatives, including:
- carbon emissions from the built environment;
- supporting sustainable urban mobility;
- improving urban design and liveability;
- ensuring affordable and inclusive housing supply;
- enabling climate resilience; and
- providing for future employment and economic productivity.
Project objectives
The three key objectives of this project are to:
- Establish a robust methodology incorporating clear metrics and benchmarks for evaluating precinct goals, targets, and objectives;
- Connect evaluation benchmarks and criteria to usable, accessible data sets and digital tools and platforms, such as Digital Twin Victoria; and
- Identify best practices, with a focus on Fishermans Bend.
