Implementation of sustainable transport policies
Implementing sustainable transport options is known to be a challenging problem, and this PhD project will explore a number of sustainable transport modes.
The project will look at (a) cycle lane implementation from the perspective of both policymakers and users; and (b) the implementation of flexible transport solutions for rural users. The implementation of cycle lanes is investigated using a policy theory method to show the different understanding of a policy issue using a narrative framing approach.
The methodology involves the analysis of data from interviews of stakeholders in three countries where the rate of cycle lanes implemented is different (Australia, United Kingdom, and the Netherlands).
The implementation of flexible transport solutions is investigated via a detailed evaluation of a real case study from Moree, NSW. Analysis is conducted using customer survey data and operational data provided by the transport authorities, demographic characteristics from the ABS (Australian Bureau of Statistics) and specialised spatial software, supported by findings from stakeholder interviews. Findings will capture the economic and time savings to illustrate the social impact of flexible transport services to disadvantaged users.
Project background
This research investigates the implementation of sustainable transport policies. The area of research encompasses different transport modes including cycle lanes and flexible transport. In recent years the implementation of sustainable transport policies has been more widely recognised. However, the implementation of such transport policies remains a contested issue.
The overarching goals of this research are:
- Advancing the understanding of why sustainable policies are not implemented. This is achieved by using a public policy theory that acknowledges this as a complex problem; and
- Provide evidence that can be used by policymakers to achieve the implementation of sustainable transport policies, especially amongst vulnerable and disadvantaged groups.
Project objectives
- Understand and enhance the area of sustainable transport policies implementation through application of a public policy theory suitable for comparing transport policy implementation under different contexts.
- Provide evidence for policymakers to implement sustainable transport policies that have a specific focus on establishing the impact on vulnerable and disadvantaged users of the transport system.
- Illustrate Objective 2 with examples drawn from the implementation of cycle lanes and flexible transport services.
